F28: War Always Changes Revised Edition

F28 is a tactical level miniature wargame intended for use in the 28-32mm scale. It allows you to recreate vicious conflicts ranging from small skirmishes where each model fights on its own, to larger battles where models are grouped into larger units. The system also supports light RPG-style narrative play where players command only a handful of models each and fight semi-cooperatively versus the forces of a Game Master. F28 supports a multitude of settings, but aims for the fantastic rather than the naturalistic.

We’d like to think that there are several things that makes F28 stand out from other miniature rulesets, but we’d like to highlight a couple of things in particular:

Speed and Simplicity
F28 is designed to be simple when it comes to mechanics and play very, very fast. Note that this doesn’t necessarily mean that games are short – rather, it means that the amount of “game mechanics per player decision” is kept as low as possible. We still believe that we have managed to create some tactical depth, it is just that it is more “chess like” in nature rather than being overburdened with tables, dice rolls and statline lookups.

Simultaneous action
In F28 play is semi-simultaneous, meaning that it is always in a sense “your turn”. When your opponent takes actions, you are constantly able to respond with reactions. This keeps you involved and engaged in what is going on, and people taking longer turns is less of a problem. There is no or very little downtime.

Stories and Simulation
F28 is designed to support "narrative" gaming where actions make sense (or as much sense as possible) in the setting of the game, avoiding overly “gamist” mechanics. We have tried to make sure that choices in the game will generally revolve around what would be a sensible action in the game world, and not only what would be sensible according to the game mechanics, such as “attacking a unit that hasn’t had its turn yet” or placing models to exploit squadron or line of sight rules.

Scale and Scalability
F28 can be played in three different formats, depending on your taste. These are not entirely separate entities, and it is possible to mix and match as you like. Some combinations of rules might however yield strange results!
Battles are huge clashes between armies; several squads of models with accompanying vehicle support, alongside legendary characters and monsters. The implicit scale is somewhat different and the rules are less detailed in order to facilitate smooth play. There is very little bookkeeping.
Skirmishes take place between bands of individual models, vying for supremacy and constantly evolving as a result of their many clashes. The scale is toned down, but some rules are added for additional detail. There is a bit more bookkeeping, as we keep track of the traits and equipment of individual models.
Narratives introduce a narrator, or “GM”, which opens up a whole new world of possibility. Players command small tactical teams of roughly three to six models, where every model is a special character with its own story. Additional rules cover such things as skill use and limited information. Since each player only keeps track of a few models, more bookkeeping is less of a problem.

You guys really need to communicate better. If you're going to sell your products through this site, please pay attention to the questions and answer them in a timely manner. You finally released this in PDF format and I bought it, but I asked you a question about the other product you sell (The Guide) on September 19th, and still no response. Are you guys here to sell products or just see your names in the product information area?

Oh, sorry - we get no notifications when someone posts here, and only check in occasionally (most of the action is in the F28 Community FB group). We currently have no plans for a pdf of the Player's Guide, but this might change in the future.

Hi Karl. I appreciate the response. If you do release it on PDF, I would likely purchase it. I have enjoyed reading the ruleset. I haven't played yet though. I was wondering is this soloable.

I'm actually pondering the best way to design a "bot" for solo play; but I'm not exactly sure what solo-players look for in such a design, and what's important.

A little bit of everything; polished language, better layout, more balanced force-, weapon-, gear- and trait lists, six new scenarios, updates to the original scenarios and campaigns, etc.

Scanned image
These products were created by scanning an original printed edition. Most older books are in scanned image format because original digital layout files never existed or were no longer available from the publisher.

For PDF download editions, each page has been run through Optical Character Recognition (OCR) software to attempt to decipher the printed text. The result of this OCR process is placed invisibly behind the picture of each scanned page, to allow for text searching. However, any text in a given book set on a graphical background or in handwritten fonts would most likely not be picked up by the OCR software, and is therefore not searchable. Also, a few larger books may be resampled to fit into the system, and may not have this searchable text background.

For printed books, we have performed high-resolution scans of an original hardcopy of the book. We essentially digitally re-master the book. Unfortunately, the resulting quality of these books is not as high. It's the problem of making a copy of a copy. The text is fine for reading, but illustration work starts to run dark, pixellating and/or losing shades of grey. Moiré patterns may develop in photos. We mark clearly which print titles come from scanned image books so that you can make an informed purchase decision about the quality of what you will receive.

Original electronic format
These ebooks were created from the original electronic layout files, and therefore are fully text searchable. Also, their file size tends to be smaller than scanned image books. Most newer books are in the original electronic format. Both download and print editions of such books should be high quality.
